HR Software Pricing in the UAE (2027): What Small Teams Actually Pay

Headline prices for HR software are rarely what you end up paying. Between base fees, per-employee rates, annual commitments, setup charges and 5% VAT, two products with similar-looking prices can differ by thousands of dirhams a year. Here is how to compare them properly.

The short answer

Compare total annual cost for your own headcount, including VAT, setup and add-ons, not the headline rate. Prefer vendors that publish prices or give a written quote before the demo, and check what happens to your bill when headcount goes up or down.

Full disclosure: we build OfficeHR, so we've put ourselves in this list and we're not a neutral party. To keep it useful, we say how we ranked, give each option's real strengths and limits, and explain when OfficeHR is not the right choice. Products and prices change, so verify anything that matters with the vendor and test with your own data before you commit.

The common pricing models

  • Per employee per month. A rate multiplied by headcount. Simple, but check the minimum number of employees you're billed for.
  • Base fee plus per-employee rates. A fixed monthly fee that includes a number of employees, then a rate for each extra one. This is how OfficeHR is priced.
  • Tiered rates. The per-employee rate falls as headcount grows, which rewards growth.
  • Flat plans by company size. A band price for, say, up to 20 or 50 employees.
  • Quote-only. No published price. Fine if you get a written total early, a warning sign if it stays vague until after the demo.

What counts as an "employee" or "seat"

This is where two similar prices diverge. Some vendors bill every login, some bill every employee record including leavers or candidates, and some bill only active employees on payroll. Ask exactly what is counted and when. At OfficeHR, a seat is an active employee on payroll, not a login, and candidates or applicants in the hiring pipeline are never counted.

Costs that sit outside the headline rate

  • 5% VAT. Usually quoted excluding VAT, then added to the invoice.
  • Setup or implementation fees. Sometimes larger than the first year's subscription.
  • Data migration. Is moving your existing records included?
  • Add-on modules. Recruiting, attendance, performance or payroll may be priced separately.
  • Annual commitments and minimums. Annual plans are usually cheaper, but they commit your seat count for the year.
  • Support tiers. Check whether UAE-hours support and WPS help are included.

Worked examples: what OfficeHR costs

These use OfficeHR's published prices, excluding VAT. Annual billing charges 10 months instead of 12.

10 employeesAED 300 per month, or AED 3,000 a year
25 employees (base + 15 at AED 30)AED 750 per month, or AED 7,500 a year
50 employees (base + 15 at AED 30 + 25 at AED 25)AED 1,375 per month, or AED 13,750 a year

Add 5% VAT on top. There is no setup fee. You can check any headcount with the pricing calculator.

How to compare two quotes fairly

  1. Use the same headcount for every vendor, and the headcount you expect next year too.
  2. Convert everything to total annual cost including VAT, setup and any modules you'll actually use.
  3. Ask what happens to the bill when you add or remove people, on monthly and annual plans.
  4. Ask what it costs to leave, and whether you can export all your data.
  5. Weigh the price against what you spend today: the hours your team loses each month, and the cost of a rejected salary file or a disputed final settlement.
